The combination of active and virulent prejudice by DSS, as reflected in the flawed investigation and serial prosecution of (Machado), and as documented by Linda Pereira, constituted negligence and/or intentional conduct resulting in mental distress to the plaintiffs. Machado and Ferreira suffered severe emotional, physical and mental anguish as a result of this incident.
