Alexander Hamilton was a Founding Father of the United States and one of the most influential interpreters and promoters of the U.S. Constitution. He was an influential delegate to the Constitutional Convention and a major author of the Federalist Papers, which expounded the reasons for the Constitution. He was the first U.S. Secretary of the Treasury, serving from 1789 to 1795. He created a national bank, implemented excise taxes, established duties on foreign imports, and to place the federal government on a system of fiscal solvency, he negotiated with the holders of the debt left over from the Revolution to assume the states' obligations.
