It's not enough to scare the companies to take care of business. A 5 fine for a coal company means nothing when they're making millions upon millions of dollars.

They search, they check, they move for 1,000 feet, put a curtain across and establish what is known as a fresh air base.

Every coal miner knows that that's the very last resort, to barricade yourself somewhere. You don't want to do that unless everything else fails.
Bottom line was that their report was that they found all 12, just one was alive. That's what they said. By the time it got to the group back here at the fresh air base, what they said they heard was that all 12 were found alive.

Miners are using 20-year old technology - it's been that long. In that stagnant period, the industry kind of died, and very little was being worked on.

Right now we feel confident, but I'm sure the people dealing with Katrina felt there were going to be some changes there, and there's not. So who knows?

Those operators that do not pay their fines in a timely manner, they should not be able to operate. They're making all kinds of money.
