This is a stop-work order, plain and simple. It's back to a problem they have had for years and years, which is design control. This is a chronic screw-up in this program.

You have to find a location on the Earth's crust that can contain the waste, and Yucca Mountain isn't it. It has cracks, it's unsafe, and it would release the waste. We've been telling DOE since 1989 it's not viable.

We have no reactors here, and that's by choice. But they want to put their waste here. It shouldn't be about states. It should be about the safest and best way to dispose of it. But EPA is going to raise the maximum allowable radiation limit - to the equivalent of 100 times a chest X-ray - so [the Energy Department] can keep working on Yucca Mountain.
