It sends a very mixed message. It's a worry. A preferable way would have been to try to tie together the virtues of the O'Keefe approach with what Dr. Griffin wanted to do so you have a seamless transition.

Culture change takes time, and NASA's culture is definitely improving. Based on its success, the change method is now being taken to each center agency-wide.

I think that Griffin's view is that this is something that NASA should do internally. I really don't know how he views culture. It's a controversial area and there are legitimate positions all over the map on it.
