It's ineffective, hard to enforce, expensive and fails to address the larger problems of abuse, neglect and (intentional) aggression training. It's important to have laws that address ways to identify and regulate both dangerous and potentially dangerous dogs.. Non-breed specific laws are the way to go.

If dogs are repeatedly seen running loose that dog should be declared potentially dangerous, especially if it bites. What would be effective, good 'dangerous dog' legislation.
